The circle on the left represents the y-axis, the one in the middle shows the resultant and the one on the right represents the x-axis.
The first vertical line on the bottom line indicates one complete cycle at 60Hz and the second one-and-a-half cycle.

How it works
The value is a percentage of either the positive side of the axis, or the negative side. For example, say you pick '50%' and the 'X' axis, that will be 50% of the positive side of the X-axis. For AC waves this will rotate between, for example, +50% and -50%, starting with the given value.
The offset percentage only works for AC at the moment, which is basicaly how much percent of a cycle it should offset. For example, an offset of +25% will jump ahead 90 degrees (clockwise) in the cycle.
